The meeting heard a work report presented by Edmund Sheng, Executive Director of the SCO Research Institute. Xing Zhanjun fully affirmed the research institute's work achievements in 2025. He emphasized that SCO cooperation constitutes an important convergence point between national strategic needs and the university's "Double First-Class" construction. The SCO Research Institute should raise its political standing, proactively serve national strategic demands, strengthen connections with national ministries and commissions as well as the SCO Secretariat, formulate a sound work plan for next year—especially the 15th Five-Year Plan—improve internal mechanisms, clarify the division of responsibilities, promote collaborative efforts across departments, and enhance project implementation.

In his concluding remarks, Ma Ben stressed the need to strengthen top-level design in three aspects: first, optimize the organizational structure to address issues related to work connection and implementation; second, expand funding channels by linking with social resources such as enterprises and foundations to supplement funds for cooperation projects; third, focus on core tasks, with priorities including the 2nd Kyrgyzstan Science and Education Forum and the operation of overseas joint research institutes, fully align with national strategic needs, and advance the high-quality development of the research institute's work.

Also attending the meeting were Zhou Chuan'en, Deputy Director of the Department of International Affairs of Shandong University and Executive Deputy Director of the International Affairs Office of the Qingdao Campus; Zhang Dongpeng, Deputy Director of the Institute of Humanities and Social Sciences of Shandong University and Deputy Director of the Research Management Office of the Qingdao Campus; Li Haiyan, Secretary of the Party Committee of the School of Political Science and Public Administration; and relevant experts and scholars from the SCO Research Institute.
