On the morning of November 9th, the 31st session of the "Cooperation and Development" Series Lectures, co-hosted by the School of Political Science and Public Administration, Shanghai Cooperation Organization (SCO) Research Institute, Public Security Research Institute of Shandong University, and China-SCO Economic and Trade College, was held at Qingdao Campus. With the theme "The Shanghai Cooperation Organization in Global Governance", the lecture invited Professor Zeng Xianghong, Dean of the School of Political Science and Public Administration at Southwest University of Political Science & Law, to deliver a keynote report. The lecture was presided over by Professor Edmund Sheng, Distinguished Professor of the School of Political Science and Public Administration and Executive Director of the SCO Research Institute at Shandong University. Teachers and students from the school participated in this academic activity. Li Haiyan, Secretary of the Party Committee of the School of Political Science and Public Administration, awarded Professor Zeng Xianghong the letter of appointment as Senior Research Fellow of the Shandong University SCO Research Institute.

Starting with the background of global governance reform, Professor Zeng Xianghong systematically explained the key role of the SCO in enhancing global governance effectiveness, promoting government capacity building, and advancing regional stability and development. He pointed out that amid the increasing transnational risks, a rule-based regional governance system has become an important framework for promoting cooperation among member states. Rule-based governance is precisely the core link connecting national interests, institutional arrangements and regional cooperation. Combining the development practice of the SCO, Professor Zeng Xianghong conducted an in-depth analysis of institutional innovations among member states in areas such as counter-terrorism cooperation, cross-border law enforcement collaboration, and economic policy coordination. He noted that by continuously promoting rule coordination and strengthening mutual trust and capacity building among member states, the SCO has gradually formed an institutional system with regional characteristics, providing stable support for peace, security and development in Eurasia.

In his concluding remarks, Professor Edmund Sheng stated that Professor Zeng Xianghong's report, based on a macro perspective and solid research, offered profound insights into the logical connection between national governance modernization and regional legal cooperation. It also laid a new foundation for the SCO Research Institute to expand future research in directions such as regional governance, policy coordination and institutional building.
This lecture further strengthened teachers' and students' understanding of the process of national governance modernization and cutting-edge issues in regional legal cooperation. It provided an important platform for promoting inter-university cooperation, deepening regional governance research, and cultivating young talents with an international perspective.
