Recently, the 10th China International Copyright Expo and 2025 International Copyright Forum, hosted by the National Copyright Administration of China and the World Intellectual Property Organization, was held in Qingdao. Professor Edmund Sheng, Distinguished Professor of Shandong University and Executive Dean of the Shanghai Cooperation Organization (SCO) Research Institute, was invited to attend the event.

At the forum, Professor Edmund Sheng delivered a keynote speech titled "Copyright as a Link, Publishing as a Medium–Jointly Building a Path for Cultural Exchanges and Mutual Learning and Industrial Win - Win Among SCO Countries" at the sub-forum "Copyright Trade Empowering the Publishing Industry to 'Go Global'". He emphasized that publishing and copyright are key links connecting civilizations and enhancing mutual understanding. By systematically reviewing the achievements of publishing cooperation among SCO countries, Professor Edmund Sheng pointed out that the cooperation model has evolved from copyright import and export to win-win collaboration. In response to current digital challenges, he put forward four major measures: focusing on contemporary content, empowering with technology, cultivating talents in small languages, and improving cooperation mechanisms. These measures aim to promote in - depth and practical publishing cooperation among SCO countries, help the region become a model for cultural exchanges and mutual learning, and contribute the "SCO Plan" to global copyright governance.

This exchange activity has provided a platform for SCO countries to enhance cultural exchange and connection in the field of publishing and copyright. Professor Edmund Sheng's speech has offered operable and targeted measures for SCO countries to take culture as a bridge to enhance mutual understanding and promote in-depth and practical cultural exchanges and mutual learning.
