On the morning of October 14, the 28th session of the "Cooperation and Development" Lecture Series, co-hosted by the School of Political Science and Public Administration of Shandong University, the Institute of Shanghai Cooperation Organization Studies of Shandong University, the Public Security Research Institute of Shandong University, and the China-SCO Institute of Economics and Trade, was held in the South Building of Huagangyuan on the Qingdao Campus. With the theme of "Looking at SCO National Security Cooperation after the SCO Tianjin Summit", this lecture specially invited Honorary Professor Talatbek Masadykov from the Kyrgyz National University to give a special report.The event was hosted by Professor Edmund Sheng, Distinguished Professor of Shandong University and Executive Dean of the Shanghai Cooperation Organization Research Institute.

Before the lecture, Professor Ma Ben, Dean of the School of Political Science and Public Administration of Shandong University, presented the appointment letter of Senior Research Fellow of the SCO Research Institute to the keynote speaker.

Professor Talatbek Masadykov has worked in many institutions such as the security department of the Kyrgyz government and the United Nations Assistance Mission in Afghanistan. He has long been committed to the research on international security governance and Central Asian geopolitics. At the beginning of the lecture, combining his more than 30 years of work experience, he reviewed the historical evolution of the SCO in multilateral security cooperation and pointed out that this mechanism has expanded from traditional border defense to a comprehensive cooperation platform covering political, economic, educational and cultural security. On the basis of systematically sorting out the achievements of the Tianjin Summit, Professor Masadykov focused on explaining the practical significance of the "Shanghai Spirit" in the current restructuring of the international pattern. He believes that mutual trust, mutual benefit, equality, consultation, respect for diverse civilizations and pursuit of common development constitute the core values of the SCO order and should become the ethical pillar of international law and global governance in the post-Cold War era. Faced with the imbalance of regional security and frequent conflicts, he called on all countries to uphold the principle of multilateralism, adhere to political consultation under the framework of international law, and achieve sustainable peace through educational cooperation and economic connectivity.

In the interactive session, teachers and students had in-depth exchanges with the speaker on topics such as the situation in Afghanistan and the reform of the United Nations. With his personal experience in the Afghan peace process, Professor Masadykov shared the practical difficulties in conflict mediation and multi-party dialogue.

This lecture not only provided teachers and students with a window to understand the dynamics of international security governance, but also further expanded the depth and international perspective of SCO research. The Institute of Shanghai Cooperation Organization Studies of Shandong University will continue to build an open academic exchange platform to promote the theoretical innovation and policy practice of young scholars in the fields of global governance and regional security.
