On the afternoon of September 3, the Party Working Committee of Qingdao Campus held an expanded meeting of the Theoretical Study Center Group, focusing on studying the spirit of General Secretary Xi Jinping's important speech at the "SCO Plus" meeting. Xing Zhanjun, Assistant President and Secretary of the Party Working Committee of Qingdao Campus, presided over the meeting.

The meeting collectively studied General Secretary Xi Jinping's important speech at the "SCO Plus" meeting. Edmund Li Sheng, Professor of the School of Political Science and Public Administration and Executive Dean of the Institute of SCO Studies, delivered a special interpretation report focusing on the SCO Tianjin Summit.

The meeting pointed out that the SCO has become an important practical platform for promoting the building of a new type of international relations and a community with a shared future for mankind. The global governance concept advocated by the Tianjin Summit, which emphasizes sovereign equality, international rule of law, true multilateralism, people-centered approach and action orientation, provides a fundamental guideline and action plan for carrying out international cooperation in higher education and participating in the research and practice of global governance.

The meeting emphasized three key points: First, it is necessary to deepen understanding and build consensus, and deeply recognize the great significance of the SCO Summit. It is required to combine in-depth study and comprehension of General Secretary Xi Jinping's important expositions on global governance and SCO cooperation with the study and implementation of the spirit of the important speech at the meeting commemorating the 80th anniversary of the victory of the Chinese People's War of Resistance Against Japanese Aggression and the World Anti-Fascist War. This will help deeply grasp the core essence, spiritual connotation and practical requirements, continuously improve political judgment, political comprehension and political execution, and ensure that all work of the campus always bears in mind the "major issues of the country" and better serves the national overall interests.  Second, it is essential to firmly seize the bright prospects and major opportunities of SCO cooperation. Taking the successful holding of the "SCO National Forum on Integration of Science, Education, Economy and Trade" as an opportunity, the university should further integrate its resources, encourage and support experts and scholars in relevant disciplinary fields to conduct forward-looking, strategic and targeted research on major theoretical and practical issues in the development of the SCO. The goal is to produce more high-quality achievements, put forward more practical strategies, effectively enhance Shandong University's influence and right to speak in the field of SCO research, and provide strong academic support and intellectual backing for relevant national decision-making.  Third, it is imperative to effectively strengthen the sense of mission and responsibility in serving national strategies and regional development. As a bridgehead for Shandong University to serve Qingdao, Qingdao Campus should proactively strengthen communication and connection with relevant national ministries and commissions, relevant municipal departments and the SCO Demonstration Zone. It should promote the close integration of talent cultivation, scientific research, social services and cultural activities with the needs of regional development, and contribute Shandong University's wisdom and strength to helping Qingdao build a new platform for international cooperation under the "Belt and Road" Initiative and a demonstration model for local economic and trade cooperation among SCO countries.

Members of the Theoretical Study Center Group attended the meeting. Professor Ma Ben, Dean of the School of Political Science and Public Administration and Dean of the Institute of SCO Studies; Professor Ma Fengshu, Vice Dean of the Institute of SCO Studies; members of the Party Committee of the Campus Administrative Department; and principal responsible persons of departments including the Office of International Affairs, the Office of Scientific Research Management and the Office of Serving Qingdao attended the meeting as non-voting delegates.
