Recently, the China-SCO International Judicial Exchange and Cooperation Training Base under the Ministry of Justice and the China Institute of International Studies under the Ministry of Foreign Affairs jointly held the SCO Think Tank High-End Forum 2025 with the theme of "Upholding the 'Shanghai Spirit' and Promoting Sustainable Development" at Shanghai University of Political Science and Law. Sheng Li, a distinguished professor from the School of Political Science and Public Administration at Shandong University and executive dean of the SCO Research Institute, was invited to attend.

Professor Sheng delivered a keynote speech titled "Building a New Cooperative Relationship from China, through Turkic-speaking Countries, to Europe."


During the forum, Professor Sheng engaged in in-depth exchanges with Norov, the former Secretary-General of the SCO; Baktygulova, the former Ambassador of Kyrgyzstan to China; as well as SCO experts from Russia, India, Kazakhstan, Uzbekistan, Tajikistan, and Armenia, and senior professors from the Chinese Academy of Social Sciences and Fudan University.

The SCO Think Tank High-End Forum provided a platform for experts and scholars in relevant fields to exchange ideas and offered significant theoretical support and policy recommendations for the future development of the SCO. Particularly at this critical juncture, with the SCO Summit scheduled for August, the forum played an important preparatory role. Professor Sheng's participation and discussions injected the wisdom of Shandong University into strengthening connectivity across the Eurasian continent, advancing the construction of regional cooperation mechanisms, and building a community with a shared future for mankind.
