On theeveningof November23, 2023, the3rdlecture of the“Cooperation and Development”series, jointly organized by the School of Political Science and Public Administration at Shandong University, the Institute of SCO Studies of Shandong University, the Institute for Public Safety Research of Shandong University,was successfully held at the meeting room S436 on the fourth floor of Huagangyuan South Building. This lecture is themed "The Eurasian Order in the Process of Quantitative Change and the Shanghai Cooperation Organization", and it is delivered by Mr. Li Ziguo, the director of the Institute of Eurasian Studies at the China Institute of International Studies and a senior researcher. The lecture was chaired by Professor Edmund Li Sheng, Distinguished Professor at the School of Political Science and Public Administration and Executive Dean of the Institute of SCO Studies, Shandong University.Faculty members and students from the School of Political Science and Public Administration participated in the academic exchange and discussion.

At the beginning of the lecture, Director Li Ziguo expounded on the complex background and deep-seated reasons for the current transformation of the order in the Eurasian region, emphasizing the huge impact of the deep rift in Russia-West relations on the global order. Then, through accurate interpretations of history and reality, he painted a panoramic picture of the accelerating changes in the Eurasian order for the teachers and students present, and interpreted the direction of regional development from the perspective of Russia's strategic choices and tactical actions. On this basis, he also elaborated in detail on the impact of the above transformation process on China and the possible strategies and approaches that China could adopt, especially discussing the issues of the repositioning, development and reform of the Shanghai Cooperation Organization in this context. In response to Director Li Ziguo's incisive and easy-to-understand interpretation, Professor Edmund Li Sheng expounded on the containment and interaction between Atlanticism in the international system and the Belt and Road Initiative and the Greater Eurasian Partnership, as well as the resulting upgraded multiple dynamic games among China, Russia, the United States and Europe.

In the interactive session, teachers and students exchanged views on topics such as the development direction of the Shanghai Cooperation Organization, Central Asian regional integration, the relationship between Central Asia and East Asia, and countermeasures for enhancing China's cultural soft power. Professor Edmund Li Sheng summarized the event and once again expressed his gratitude for Director Li Ziguo's wonderful lecture.
