On the morning of May 14, 2024, the 9th lecture of the“Cooperation and Development”series, jointly organized by the School of Political Science and Public Administration at Shandong University, the Institute of SCO Studies of Shandong University, the Institute for Public Safety Research of Shandong University, was successfully held at the meeting room S436 on the fourth floor of Huagangyuan South Building. This lecture is themed "A Look at the Future Development through the Comparison of Two New Areas", and it is delivered by Professor Mi Jian, an internationally renowned expert in comparative law, the former Director of the Policy Research and Regional Development Bureau of the Macao Special Administrative Region, and a distinguished professor at Beijing Normal University. The lecture was chaired by Professor Edmund Li Sheng, Distinguished Professor at the School of Political Science and Public Administration and Executive Dean of the Institute of SCO Studies, Shandong University. Faculty members and students from the School of Political Science and Public Administration and the School of Law participated in the academic exchange and discussion.

At the beginning of the lecture, Professor Mi Jian first introduced the essence and characteristics of the Guangdong-Hong Kong-Macao Greater Bay Area and compared it with the world's three major bay areas. After that, he analyzed in detail the established patterns, core elements and the difficulties faced by the development of the Shenzhen-Macao Cooperation Zone. Finally, in light of the difficulties encountered in the development process of the Shenzhen-Macao Cooperation Zone, from the perspective of the national strategic layout, he put forward the possible problems that the SCO Demonstration Zone may face and the experiences that can be drawn. Professor Edmund Li Sheng believed that the integration of the development of the two new areas is of great and far-reaching significance. Combining his own scientific research and academic experience with his working experience in government departments, Professor Mi Jian brought a wonderful lecture that combines theory with practice.

In the interactive communication session, teachers and students discussed issues such as the institutional and conceptual barriers existing in the operation of the SCO, the positioning of the SCO demonstration zone, the issues of values in the process of opening up to the outside world, the element allocation problems in the construction of the Greater Bay Area, and how to break through administrative boundaries regarding land elements in the development process of urban agglomerations. At the end of the lecture, ProfessorEdmund Li Shengsummarized the meeting and once again expressed his gratitude for Professor Mi Jian's wonderful speech.
