A senior diplomat of the Kyrgyz Republic and Shanghe Distinguished Scholar at Shanghai University of Political Science and Law, he has held important positions in the United Nations and the government of the Kyrgyz Republic, and has been deeply involved in Afghanistan's political reconstruction and international coordination efforts. In March 2023, he visited China as a special envoy of the President of Kyrgyzstan to advance energy transition cooperation under the Belt and Road Initiative framework. His diplomatic practice centers on regional security and pragmatic cooperation. He participated in negotiations for transnational projects such as the China-Kyrgyzstan-Uzbekistan Railway, contributing to the deepening of strategic partnership between China and Kyrgyzstan. During his tenure at the UN, he led multiple political mediation and cultural exchange initiatives, earning recognition from the international community.
