Graduated from the School of Economicswith a doctoral degreeat Renmin University of China; Hasbeena visiting scholar at prestigious universities and research institutions in the United States and Switzerland. He hasworkedat the General Administration of Quality Supervision, the Department of World Trade Organization Affairs of the Ministry of Commerce, where hehas been longinvolved in China's WTO negotiations on technical barriers. He has also participated in the formulation of plans, laws, and policies related to industrial development, scientific and technological development, national security, food safety, and product quality by departments such as the Cyberspace Administration of China, the National Development and Reform Commission, the Ministry of Science and Technology, and the Ministry of Industry and Information Technology. From January to June 2009, he served as a Research Fellow at the South Centre, an intergovernmental organization of developing countries based in Switzerland, where he prepared research reports on intellectual property to guide government negotiations in related countries.In recent years, he has published one monograph and over 20 papers in domestic and foreign journals such as theTexas LawReview. He hashostone project funded by the National Social Science Fund and oneNationalSoftScienceProject. He has organized numerous large international seminars in Geneva and Beijing on issues such as standardization and intellectual property, in collaboration with relevant international organizations, multinational companies, and domestic ministries and commissions.
