Ph.D. in Law,graduated from the Law Faculty at Lomonosov Moscow State Universityof Russiaand East China Normal University.HeisDeputy Director and Researcherofthe InstituteforGlobal GovernanceStudies at Shanghai Institutes for International Studies and Deputy Secretary-General of Shanghai Institutes for International Strategic Studies. He has been working at the Shanghai Institutes for International Studiessince 2006, focusing on research in global governance, Arctic issue,andRussian and Central Asian studies. He hasledmultiple national and municipalresearchprojects, published dozens of academic papers, independently authored two monographs and co-authored several others, he has also published many articles in major newspapers such as People’s Daily, Guangming Daily, and Jiefang Daily. He has participated in the work of the Shanghai Foreign Affairs Office, contributed to various major international events, and undertaken attachment training at the Zhujing Town People's Government in Jinshan District. He has served as a visiting scholar at research institutions in Germany, Norway, and the United States.From 2015 to 2016, Dr. ZHAO was on secondment to the Department of Treaty and Law at the Ministry of Foreign Affairs of China.
